Program Planning and Management Committee

The Program Planning and Management Committee (PPMC) oversees the planning, management and implementation of the CRP and ensures that the Program Implementation Agreement for the CRP between ILRI and the Consortium Board is being effectively delivered.

The PPMC will be responsible for and make recommendations to the ILRI Director General with respect to:

  • Agreeing the strategic directions for the program, including priorities and strategic linkages
  • Reviewing and agreeing program outcomes, outputs, milestones, work plans and budgets, including CG fund allocation.
  • Monitoring and evaluating program performance, as well as program processes to support these. These may include outputs, outcomes and impact, as well as program organizational effectiveness and cost efficiency.
  • Drafting and agreeing policies and procedures that govern the implementation and administration of the program
  • Assignment of staff to program component leadership and VC coordination roles, as well as developing and agreeing TORs for those roles
  • Propose and approve new funding initiatives
  • Develop TORs for and propose members of the Science & Partnership Advisory Committee (SPAC)
  • Engage with the SPAC and incorporate guidance from that Committee into strategic development and implementation decision of the program
  • Help develop and support strategic linkages with other CRPs, to be managed by the CRP Director

The PPMC will advise on the other aspects related to development and implementation of the program as needed.

The PPMC is composed of:

  • CRP Director
  • Representatives of the 4 CGIAR partners
  • CRP Head of Development Partnerships
  • Leaders of each of the 3 main CRP areas of science
  • ILRI Director of Corporate Services

The CRP support coordinator serves as secretary to the Committee.

Tom RandolphTom Randolph – director
Tom Randolph is the director of the Livestock and Fish CGIAR Research Program based at the International Livestock Research Institute (ILRI), Nairobi. He is responsible for the overall implementation of the program to ensure that the program realizes its objectives and the desired impact. His research interests are in animal and human health issues and impact assessment.

Michael Peters – CIAT representative
Michael Peters is the program’s representative from CIAT. He is responsible for overseeing the implementation of CIAT Livestock and Fish Program research agenda. He part of the Program Planning & Management Committee (PPMC) that oversees the planning, management and implementation of the Program and ensures that the Program implementation agreement for the Program between ILRI and the Consortium Board is being effectively delivered. Peters is the program leader for the Tropical Forages Program at CIAT.

Barbara Rischkowsky – ICARDA representative

Barbara Rischkowsky is the program’s representative from ICARDA. She is responsible for overseeing the implementation ICARDA Livestock and Fish Program research agenda. She is part of the Program Planning & Management Committee (PPMC) that oversees the planning, management and implementation of the Program and ensures that the Program implementation agreement between ILRI and the Consortium Board is being effectively delivered.
Jens Peter Tang Dalsgaard, WorldFish program leaderJens Peter Tang Dalsgaard – WorldFish program leader
Jens Peter Tang Dalsgaard is the program’s representative from WorldFish, responsible for overseeing the implementation of the WorldFish Livestock and Fish research-development agenda in close collaboration with ILRI. His expertise lies in smallholder farming systems research-extension-development, agro-ecology, and project/program management from work in the Philippines, Uganda, Vietnam, Bangladesh and Cambodia. He is currently based at WorldFish headquarters in Malaysia.

Shirley Tarawali is the program’s representative from ILRI. She is responsible for overseeing the implementation of ILRI Livestock and Fish Program research agenda. She is part of the Program Planning & Management Committee (PPMC) that oversees the planning, management and implementation of the Program and ensures that the Program implementation agreement for the Program between ILRI and the Consortium Board is being effectively delivered. Tarawali is the deputy director general at ILRI.
Michael PhilipsMichael Philips – science leader aquaculture, WorldFish
Michael Philips is the science leader on aquaculture. He is responsible for leading the aquaculture strategy development, activity planning and reporting across the centers.

Iain Wright is the science leader on integrated sciences. He is responsible for leading the integrated sciences strategy development, activity planning and reporting across the centers.
Stuart Worsley, head of development partnershipsStuart Worsley – head of development partnerships
Stuart Worsley is head of development partnerships for the Livestock and Fish CGIAR Research Program and is responsible for leveraging partnerships with development actors for impact at scale in program value chains. Worsley has particular expertise in multi-stakeholder process facilitation, agricultural value chain development, beef and dairy systems, participatory extension, organization management, and systemic capacity development.

Martin is responsible for the Program’s administrative and financial oversight
Patricia RaineyPatricia Rainey – program support coordinator
Patricia Rainey is the program support coordinator for the CGIAR research programs on Livestock and Fish and Agriculture for Nutrition and Health (A4NH). As program support coordinator, she will work closely with the head of development partnerships, value chain coordinators, theme leaders, and key finance, human resources and administration personnel at the partner CGIAR centres to successfully administer activities in both CGIAR research programs.
