Is it reasonable to assume that a focus on selected value chains leads to cross-cutting research of a global nature? How can this link be strengthened?

CGIAR Research Program on Livestock and Fish 
No it is not reasonable to believe so because livestock situations would differ from situation to situation and there fore the research needs would also be different.
Situations differed in place to place but focus should be in livestock and fish, along with other cross cutting issues related livestock should included.
It is necessary for cross cutting research related to livestock value chain.
